Guyana to outline priorities for developing diversified, affordable & reliable energy system at DR meeting

Prime Minister, Brigadier (Ret’d), Mark Phillips, will represent Guyana at the 56th Meeting of Ministers of the Latin American and Caribbean Energy Organization (OLACDE), scheduled for October 8–9, 2026, in Santo Domingo, Dominican Republic.

He will be accompanied by Chief Executive Officer (CEO) of the Guyana Energy Agency (GEA) Dr. Mahender Sharma,

The meeting, convened as part of the 11th Energy Week, will bring together regional energy leaders, development partners and international organisations to discuss energy security, investment, technological innovation and cooperation across Latin America and the Caribbean.

Prime Minister Phillips is expected to outline Guyana’s priorities for developing a diversified, affordable and reliable energy system in keeping with the Low Carbon Development Strategy 2030. These include the development of natural gas and renewable energy, electricity grid modernisation, battery storage, energy efficiency and electric mobility.

Guyana’s participation will also highlight efforts to expand electricity access in hinterland, riverine and Indigenous communities, supporting education, healthcare, local enterprise and improved living standards.

The Ministerial Dialogue, themed “The strategic role of Latin America and the Caribbean in the new global energy order,” will examine how the region can use its energy resources to attract investment, strengthen competitiveness and advance sustainable development. Discussions will address resilient infrastructure, regional integration and the implications of artificial intelligence and digitalisation for electricity demand and energy planning.

Ministers are also scheduled to consider draft decisions on artificial intelligence and energy, electrification of energy demand, circular economy practices in the energy sector, and the establishment of a Regional Council of Youth in Energy.

Through its participation, Guyana will reaffirm its commitment to regional cooperation and an inclusive energy transition that strengthens energy security and delivers tangible benefits to households, businesses and communities.
