Guyana reaffirms commitment to strengthening its AML/CFT/CPF framework

The Caribbean Financial Action Task Force (CFATF) convened its 61st Plenary and Working Groups Meetings in Bridgetown, Barbados, from November 24–28, 2025, bringing together regional delegates to advance cooperation in the fight against money laundering, terrorist financing, and proliferation financing.

Guyana’s delegation comprised senior officials from key AML/CFT agencies, including: Dr. Gobind Ganga, Bank of Guyana; Mr. Matthew Langevine, FIU; Mr. Navindra Datt Prashad, Guyana Revenue Authority; Deputy Commissioner Fazil Karimbaksh, SOCU; Ms. Shoshanna Lall, Deputy Solicitor General, Ministry of Legal Affairs; Mr. Rommel St. Hill, Ministry of Legal Affairs; Mr. Jimmy Reece, GGMC; Ms. Natasha Backer, Office of the DPP; Ms. Melissa Smith, Guyana Gold Board; Ms. Alanna Lall, Guyana Securities Council; Mr. Victor Herbert, Gaming Authority; and Mr. Visal Satram, Ministry of Natural Resources.

Guyana presented its First Enhanced Follow-Up Report to the Plenary, outlining ongoing progress since its Fourth Round Mutual Evaluation. Key updates included the launch of its Third National Risk Assessment, plans for further sectoral assessments, strengthened VASP oversight including the extension of the current prohibition, improvements to mutual legal assistance processes, continued implementation of risk-based supervision, legislative work on a Draft Trust Bill, enhanced company register compliance, upgraded targeted financial sanctions procedures, increased ML/TF investigative and prosecutorial capacity, expanded asset recovery efforts, and preparations to chair ARIN-CARIB in 2026, supported by strong national coordination and public engagement initiatives.

Guyana reaffirmed its commitment to strengthening its AML/CFT/CPF framework and expressed appreciation to the CFATF Secretariat and the Government of Barbados for their support and hospitality.
