

Diveshwanand Latchman called ‘Adesh’, 24, of Lot 22 Dundee Mahaicony, appeared in the Mahaicony Magistrates Court before Magistrate Allan Wilson on Wednesday charged with the capital offence of murder.
He was not required to plea to the indictable charge.
It is alleged that on March 22, 2025, at Dundee Village, Latchman murdered Parmanand Singh called ‘Musie’ of the same village.
An autopsy report gave the cause of death of the 30-year-old fisherman as shock and hemorrhage resulting from an incised wound to his neck.
Attorney Bernard DaSilva, who represented the accused, told the court that Latchman was mentally challenged and had been receiving treatment at a private clinic.
DaSilva raised concerns about the accused’s fitness to stand trial and made an application for a psychiatric evaluation, which Magistrate Wilson granted.
Latchman will have to return to court on April 30, when the psychic evaluation report should be presented.
It had been reported that Singh left his home Saturday morning to make a purchase at a nearby shop and while on a bridge at Dundee, he was approached by Latchman for a cigarette and after giving it to him, Latchman who was carrying a cutlass, inflected a chop would to Singh’s neck, almost severing it.
Two villagers reportedly witnessed the incident. The suspect was arrested shortly after the incident.
